Of current importance20.06.2019 From 09 to 14 June 2019 Hong Kong hosted the International Engineering Alliance (IEA) Meeting, including closed sessions of the Washington Accord (WA), the International Professional Engineers Agreement (IPEA) and the APEC Agreements. The International Engineering Alliance (IEA) comprises public and professional organizations dealing with engineering education quality, accreditation of educational programs in engineering and technology, certification (registration) of professional engineers. For participation in work of the Meeting, IEA invites representatives of organizations from all over the world with full or provisional membership in agreements in the field of educational programs accreditation (Washington, Sidney and Dublin Accords) and registration of professional engineers (APEC, IETA, AIET, IPEA). More than 250 delegates attended IEA Meeting 2019. The Association for Engineering Education of Russia is the only organization representing Russia in the International Engineering Alliance as full member of APEC Engineers Agreement (since 2010), full member of Washington Accord (since 2012) and associate member of IPEA (since 2013). AEER President, Yuri P. Pokholkov, and Director of the Accreditation Center, Kseniya K. Zaitseva, took part in work of the IEA Meeting. The main aim of AEER team within IEAM 2019 was to get recognition of the results of AEER accreditation of bachelor programs in Russia by all signatories of Washington Accord. In view of the last year results (within IEAM 2018 in London), the recognition of results of AEER accreditation of specialist degree programs in engineering and technology has been prolonged for a period of six years (until 2024). However, the issue of recognition of the accreditation of bachelor degree programs remained under consideration, in the same time the activity of the AEER Accreditation Center has been under the monitoring of the Washington Accord observers since 2017. On June 14 2019 in Hong Kong during closed session members of the Washington Accord considered AEER report with detailed description of not only criteria and procedures of international accreditation but also performance of all educational system in the Russian Federation with aim to approve relevant level of quality of training graduates of bachelor degree educational programs. Based on the report of WA monitoring team, AEER report and following discussion, WA signatories took the decision to recognize AEER accreditation of bachelor degree programs as significantly equivalent to WA requirements and to grant a right of WA international recognition of bachelor degree programs accreditation until 2024. This decision means that accredited by AEER specialist and bachelor degree educational programs in engineering and technology are recognized as meeting all international requirements in the following WA countries: Australia, Canada, China, Taiwan, Hong Kong, India, Pakistan, Ireland, Japan, South Korea, Malaysia, New Zealand, Singapore, South Africa, Sri Lanka, Turkey, USA, UK, Peru. In most countries, one of obligatory conditions to get status of professional engineer is to graduate university program, which has professional and public accreditation of organizations-signatories of the Washington Accord. Thus, graduates of educational programs accredited by AEER (including foreign students) have unique opportunity to get status of professional engineerin their country in the future and register in international registers of professional engineers in Asia-Pacific region (APEC), Global register of professional engineers (IPEA) and Europe (FEANI)*. These opportunities for graduates significantly increase the attractiveness of accredited programs to Russian students and foreign students intending to study in Russia, and increase their competitiveness on local and world educational markets. |
