News31.10.2013 The roundtable on “State policy in the field of training and attestation of academic and teaching staff” was held on 29 October 2013. On opening the meeting, Deputy Chairman of the Federation Council Committee on Science, Education, Culture and Information Policy V.M. Kress noted that up to now the system of training and attestation of academic and teaching staff has led to a significant decrease in the quality of works presented for defense and to unjustified increase in the number of people with academic degrees. The main report was made by the RF Deputy Minister of Education and Science L.M. Ogorodova. On the roundtable the reports were made by Deputy General Director of “All-Russian Scientific and Research Institute of Aviation Materials” I.M. Demonis; acting Deputy Chairman of the Siberian Branch of the Russian Academy of Sciences N.S. Dikansky; President of the Association for Engineering Education of Russia Y.P. Pokholkov; Deputy Chairman of the Committee on Education and Science of the Duma of the Stavropol territory; Rector of Stavropol State Pedagogical Institute L.L. Redko; Vice President for Development of the Educational and Methodical Association of the State University of Management V.I. Zvonnikov. The members of the RF Federation Council Committee on Science, Education, Culture and Information Policy G.G. Nikolaeva, L.N. Bokova, A.K. Tulokhonov, S.E. Rybakov, S.E. Tsheblygin participated in the discussion. In his report AEER President Y.P. Pokholkov who is the member of the Committee Expert Board, presented the results of the conducted analysis of the discussed documents and underlined the main threats to the system of attestation of academic and teaching staff and consequences that might ensue if they are implemented. In particular, the most significant threats are the following:
L.M. Ogorodova was offered to conduct a series of expert seminars to analyze the situation in the field of attestation of research and teaching staff.
